*The city of Weston has won the first battle in its war to make basic cable television voluntary for 16,000 homeowners.

U.S. District Judge Kenneth A. Marra, in a ruling released on Tuesday, refused to grant a request by Advocate Communications, owner of Advanced Cable Communications, to block the city's attempt to make cable either completely voluntary for homeowners or reduce the cost from $34.59 to $10.49 a month...

All Weston homeowners except those in Bonaventure, Emerald Estates, Windmill Reserve and Isles of Weston are required by deed to pay for basic cable...

City officials argue that basic cable should be 10 or 15 channels, not the 77 channels that Advanced makes mandatory. The city also says Advanced should be charging $10.41 a month, the amount it charges for basic on its voluntary Coral Springs system, not $34.59...*
