The Hometown Democracy Amendment is the only way to stop uncontrolled growth and put residents in charge of land-use changes that affect their lives, its advocates contend.

The proposal would require local referendums before changes could be made to comprehensive land-use plans, which serve as the blueprints for development in cities and counties.

"We just see it as a total stop-growth-altogether measure," Cameron said.
