The most likely vector, in my humble opinion, would be the plastic surgeon who may have some connection to a tenant in that building or, perhaps, has a patient living there... or one of his patients has a relative in the building.

But it's just a moot point now. There was no tampering with evidence, since these X-rays were extraneous to her cause of death. Some mischief-maker is just trying to muddy the waters and wind people up for no legitimate reason. Boredom maybe.
