*The undercover officer went into a stall next to Allen's. Allen knocked on the officer's stall door to ask if he was all right, according to Lau's report.*

The officer did not go into "a stall," according to other reports; he went into the Disabled stall which is covered by the Federal Americans With Disabilities Act and related laws which flow from it. Kavanaugh had no business occupying that stall, but rationalized his behavior by claiming that there were no paper supplies in the other stalls.

It is reasonable to ask if someone occupying a Disabled facility is in need of assistance, if they are OK, if they can manage or if they could use some help.
