Trolls are a mythical race of subhumans who live under bridges. But in South Florida, they're not so mythical.

The Public Defender's Office says that a patchwork of local regulations has made it impossible for sex offenders to find a legal residence. Thus, there is a group of sex offenders living under a bridge... like Trolls.

''The accumulated effects of the local and state ordinances may constitute banishment,'' Law Prof Wayne Logan said.

The Public Defender is now challenging
the constitutionality of these regulations.
