Killing the Teddy Bear Teacher -

Since, in fact, it was not Ms Gibbons who named the teddy bear, she did not insult anyone. And that is an irrefutable fact. But why let facts get in your way when you are attempting to arrange someone's murder?

It seems clear to me at least that
this is a case of attempted murder.
